When you're planning a knockdown rebuild, one of the first questions your town planner will ask is: "Are you going DA or CDC?" The answer will shape your entire project timeline, your design flexibility, and your budget. Here's what you need to know.
A DA is a formal application to your local council requesting approval to carry out development. It involves a full assessment of your proposed design against the local planning instruments — the Local Environmental Plan (LEP) and Development Control Plan (DCP).
Key characteristics of DA:
CDC is a streamlined approval pathway for developments that comply with a set of pre-determined standards. If your project meets all the rules, a private certifier can issue a CDC — no council involvement required.
Key characteristics of CDC:
CDC works well when your block is straightforward: no heritage, no flood zone, compliant setbacks, standard height and floor space ratio. DA is necessary when you want a design that pushes the boundaries, or when your property has overlays that exclude it from CDC.
Before committing to either path, have a pre-lodgement meeting with your council or a town planner. This 30-minute conversation can save you months of rework.
Myth: CDC is always better. Not true. CDC can be more limiting if your design needs to flex, or if your block is oddly shaped.
Myth: DA always takes years. Many councils now have fast-track pathways for straightforward residential DAs, with decisions in 8–12 weeks.
